Throughout the show's run, it's been clear that Heller and his team are more influenced by the Tim Burton/Joel Schumacher Batman movies than Christopher Nolan's Dark Knight trilogy. No plot point will make that more obvious than having Oswald Cobblepot (a.k.a. The Penguin) run for mayor, just like he did in Batman Returns.
Actor Robin Lord Taylor said at Comic-Con that Oswald's campaign will mirror a certain real world candidate's. "Just to make Gotham safe again. A reference to something we’ve all been witnessing in this country," Taylor said of his character's run for office. (Jeff Neumann/FOX)
