Yes, Gchat is down. Google Talk went down around noon today. Here’s what you need to know about the outage.
1. GChat Went Down Around 12 pm

GChat went down around noon today. Not all users were affected, however. It is not clear why some users were affected, while others were not.
2. GChat and Google Drive Both Went Down For Some Users

You can view the status of the various Google Apps here. Currently, Google Talk, Google Sheets, and Google+ Hangouts appear to be the only service that are affected.

Services like Gmail and Google Calendar are unaffected at present according to TechCrunch. Google Maps and Google Analytics were also working at press time.
4. Twitter Is Full of GChat Comedians

Tweets like the one above are popping up like wildfire on Twitter. #Gchat became a trending topic on Twitter. Many Google Talk users also took to Twitter to air their grievances in a non-comedic way. Some users said the outage would increase productivity, while others claimed the lack of GChat actually impeded their ability to get stuff done.

While some Google users experienced no issues at all, others are still having trouble accessing GChat and parts of Google Drive. It is not yet known when normal service will resume.
In the meantime, you can still use other Google services to communicate. The Google Apps Status Dashboard will be updated throughout the day as the issues are resolved, so check that page periodically for any news.
UPDATE: Google says that as of 2:44 PM, Google Sheets is back up and running.
As for Google Talk, an update from Google from 2:15 PM states: “Google Talk service has already been restored for some users, and we expect a resolution for all users in the near future. Please note this time frame is an estimate and may change.”
UPDATE 2: As of 3:28 PM, Google Talk and Hangouts have been restored.
