Kevin Fleming: 5 Fast Facts You Need to Know

Kevin Lamont Fleming has been named as one of the men who was shot by police after driving into a restricted area at NSA’s Fort Meade building while dressed as a woman. Fleming, 20, was shot during in the incident. His partner, named by the FBI as Ricky Shawatza Hall, was also wounded and died as a result on the morning of March 30. At around 9:30 a.m. authorities say that Fleming and another man drove a Ford SUV into a restricted area close to the NSA building in Fort Meade. The two men refused requests from guards to stop. After that, guards at the facility opened fire. Fleming is now being treated at a local hospital.

1. He Was Once Convicted for Stealing a Tip Jar Worth $100

CBS Baltimore reports that Fleming has a long criminal past that includes an arrest for assault and one for theft. He’s a native of Baltimore. The Washington Post reports that Fleming was arrested in 2014 for stealing a tip jar containing $100.99. He was sentenced to probation as a result. Then, on March 9, Fleming was picked again by police on an unspecified probation violation. He’s been out of jail since March 25.


2. Fleming Allegedly Stole the SUV From a Man He Partied With the Night Before

A source told ABC7’s Brad Jones, that Fleming and his partner robbed the SUV, a Ford Escape, from a man who they partied with all night at a hotel. Police later said that a small amount of cocaine were found in the SUV. The three partied at the Terrace Motel in Elkridge, Maryland. The FBI says that Hall and Fleming stole the man’s Ford SUV while he in the bathroom.


3. Terrorism Isn’t Suspected

The FBI’s Baltimore office said that they don’t believe the shooting was in any way terror related. A spokesman for the National Security Agency said that Fleming and another man “failed to obey and NSA police officer’s routine instructions for safely exiting the secure campus. The vehicle failed to stop and barriers were deployed. [The car] accelerated toward an N.S.A. police vehicle blocking the road. N.S.A. police fired at the vehicle when it refused to stop.” According to Fox Baltimore reporter Joy Lepola Stewart, both Fleming and his deceased partner were wearing women’s clothing and wigs.


4. Fleming’s Partner Is Ricky Shawatza Hall

His partner has been named by police as Ricky Shawatza Hall, 27. He was shot dead at the scene by guards.

According to NSA documents, the agency moved to Fort Meade in 1955. There are more than 30,000 National Security Agency employees working at the facility. The agency makes up the largest proportion of workers at Fort Meade. The Department of Defense employee 4,000 people there and the U.S. military has 11,000 employees at Fort Meade. The entire base is the third largest employer in Maryland. Other agencies at the facility include the Defense Information School, United States Cyber Command and the Defensive Information Systems Agency. The base is located close to Baltimore and is bordered by the Baltimore-Washington Parkway.
