Reductions in polling places, such as Arizona, Puerto Rico, and Rhode Island disproportionately affected Sanders' voters, EJUSA said on page 8 of its report. While some reductions in polling can be attributed to economic problems, such as those Puerto Rico had, the same can't be said of all states that experienced these issues. An extensive hearing in Arizona, for example, revealed that there was no good reason to reduce polling stations based on financial reasons.
