Here’s what to do if the site isn’t really down: 

Every now and then, a bug may happen when you log into Twitter or go to the homepage that makes the error message appear, even when the rest of the site is working. To test and see if that’s happening to you, all you have to do is go to any other Twitter page besides the entry homepage. For example, visit the Twitter Notifications page. You may find that you actually are logged in and everything is working fine.

To know for sure if Twitter is down and it’s not just a weird, temporary glitch, you can visit sites like Down Right Now or Down Detector. These sites will tell you if Twitter is down for everyone or if the problem is just with your login.
