Amtrak have announced:
Due to extensive damage to the overhead wires of the electrical system, Amtrak Acela Express, Northeast Regional and other services are not operating between Washington, D.C. and Philadelphia.

Through the company’s statement, Amtrak have said that crews are working on the damage but there will be no service on the corridor between D.C. and Philly until further notice.
The Associated Press reports that the damage happened in Cecil County in Maryland, about 90 miles north of Washington D.C:
