Rutba al Anbar lies on one of the few major highways in Iraq, and is currently in ISIS’ self-proclaimed boundaries.
In the ISIS capital of Raqqa in Syria, taxes have been implemented for some time now.
According to the New York Times:
In the city of Raqqa, traffic police officers keep intersections clear, crime is rare, and tax collectors issue receipts.
This is the first known collection of taxes outside of Raqqa, Syria and in ISIS-held Iraq.
