Obama hasn't given a clear reason why he isn't attending the funeral. It's unclear if his decision is due to other commitments or because of the controversy surrounding his decision to appoint a successor while he's still in office. Some people don't mind and think that their attending the repose was enough and the President shouldn't be expected to attend a funeral if he wasn't close to the Justice.
