If you're reading this, then congrats! If you're still shopping for free agents in Week 13, chances are you're still playing relevant fantasy football late into the season. That alone is worth commendation. The good news is that at this point in the season, there is decidedly less competition for waiver targets. The downside, of course, is that there isn't a ton of talent available at this point in the season. This list will stay updated throughout the week, but it’s not your only resource. Find me on Twitter @TheRickRosen for any fantasy football or waiver-related questions. This list uses ESPN leagues for ownership percentages, and the rankings are listed in order of priority. some of these guys may already be rostered in your league, but most will be flying under the radar. No. 8 WR Marqise Lee
Position: Wide Receiver
Team: Jacksonville Jaguars
Ownership Percentage: 6.5%
Add Him: The Jaguars offense is coming around too late for the playoffs, but just in time for the last fantasy run. New OC Nathaniel Hackett has worked to get Lee more involved, and he's now scored in back-to-back games. The Jaguars have been kings of garbage time this season, and that plays well for fantasy owners. Defenses have done a good job locking down Allen Robinson and Allen Hurns, letting Lee and Julius Thomas work in the middle of the field. I'd only roster Lee in deep leagues, but that's where he could be a late-season savior off the bench. (Getty)

No. 7 RB Rex Burkhead
Position: Running Back
Team: Cincinnati Bengals
Ownership Percentage: 4.6%
Add Him: The Bengals have been all but eliminated from playoff contention, and the majority of their big-name fantasy talents are injured. Jeremy Hill was in line to get the majority of carries for Cincinnati with Gio Bernard sidelined, but Hill was also banged up during the team’s loss to Baltimore. That leaves Rex Burkhead as the team’s lone healthy running back, and that means he’s a must-own in most fantasy leagues. You’ll own Burkhead for one week only: Week 14 at Cleveland. (Getty)

No. 6 RB Wendell Smallwood
Position: Running Back
Team: Philadelphia Eagles
Ownership Percentage: 43%
Add Him: Ryan Mathews is out with a knee injury, freeing up touches for Smallwood in the Eagles backfield. Sproles will get the preferential treatment, but Smallwood has shown big-play potential this season to earn his share of the workload. The Eagles need to run the ball to take the pressure off of Carson Wentz, and that means touches for Smallwood. There aren’t that many backs getting regular work on free agency, and Smallwood received the majority of carries Monday night against Green Bay. Smallwood had nine carries compared to three for Sproles, but only caught one pass to Sproles' five. (Getty)

No. 5 WR Dontrelle Inman
Position: Wide Receiver
Team: San Diego Chargers
Ownership Percentage: 6.5%
Add Him: Inman had his best game of the season against Houston, in a game where Phillip Rivers dominated the Texans defense. It hasn’t always been like that for Rivers this season, but he’ll need to keep winning games with his arm if the Chargers want to sneak into the postseason. The Chargers have a favorable schedule down the stretch, including a visit to Cleveland in Week 16. (Getty)

No. 4 RB Paul Perkins
Position: Running Back
Team: New York Giants
Ownership Percentage: 30%
Add Him: The Giants need to embrace running the football if they want to advance in the postseason, and that means getting more touches for Paul Perkins in the regular season. Perkins has emerged as the change of pace back behind Rashad Jennings, and is the Giants only big-play threat in the running game. Perkins is a low-end flex play, but could see an expanded role if the Giants want to keep Jennings fresh. (Getty)

No. 3 QB Colin Kaepernick
Position: Quarterback
Team: San Francisco
Ownership Percentage: 22.7%
Add Him: Kaepernick had another strong game on the ground against Miami, and that’s where he can really score serious fantasy points. The 49ers can’t stop anybody on defense, and Kaepernick will need to score lots of points for the Niners to remain competitive this season. CK7 finished with 296 passing yards and 113 rushing yards against Miami, his second game with over 400 yards of total offense in six starts this season. If you’re quarterback play isn’t top notch, Kap has a favorable schedule for a playoff run. (Getty)

No. 2 WR DeVante Parker
Position: Wide Receiver
Team: Miami Dolphins
Ownership Percentage: 62.2%
Add Him: The Dolphins have been waiting for Parker to develop as their go-to receiver, and he showed how dangerous he could be against San Francisco. Parker is a deep threat with great hands, and Ryan Tannehill has been outstanding during the Dolphins five-game winning streak. Parker is worth the add but take note: he went down hard in the fourth quarter of Sunday’s win and doesn’t play as well when he’s banged up. (Getty)

No. 1 WR Taylor Gabriel
Position: Wide Receiver
Team: Atlanta Falcons
Ownership Percentage: 3.5%
Add Him: If you’re Falcons offensive coordinator Kyle Shanahan, you’d be crazy to not get Gabriel more involved after his performance against Los Angeles. Gabriel only had four catches, but took two seemingly identical screen passes for Falcons touchdowns. The Falcons thrive on the short passing game, and developing Gabriel as a third option could be huge for Matt Ryan heading into the postseason. (Getty)
