NASCAR said the move reflects a personal decision and confirmed there is no immediate successor. Phelps leaves after a period marked by major structural changes, new business deals, and tense negotiations with team owners that reshaped how the sport operates.
Steve Phelps’ career and key changes at NASCAR
Phelps played a central role in many of the biggest developments at NASCAR over the past two decades. He helped oversee the launch of the Next Gen car in 2022, which aimed to improve safety, reduce costs, and create closer racing. He also guided the merger with International Speedway Corporation, bringing track ownership under one umbrella.
During his tenure, NASCAR secured long-term media rights deals that expanded the sport’s presence across television and digital platforms. The schedule also evolved, with additions such as the Chicago Street Race and international events. Phelps helped steer NASCAR through the COVID-19 shutdown, including the return to racing under strict health rules and the use of virtual racing content to keep fans engaged.

Lawsuit fallout and the road ahead
Steve Phelps’ exit comes weeks after the settlement of an antitrust lawsuit filed by 23XI Racing and Front Row Motorsports. The suit challenged NASCAR’s charter system and revenue structure. Phelps served as NASCAR’s lead negotiator during those talks.
The case also revealed private text messages from Phelps that included offensive remarks about team owner Richard Childress and comments about the now-defunct SRX. Phelps apologized during testimony and called the messages out of character.
NASCAR said leadership duties will be shared among current executives, including President Steve O’Donnell and Chief Operating Officer Brent Dewar. With the Daytona 500 approaching in February, NASCAR said it will focus on stability and competition while transitioning to its next chapter.
