For now, he and Coleman project as starters, while Curtis Samuel is more of a hybrid No. 3.

Curtis Samuel : Get competition via draft
Samuel has a new teammate in the receiving room after the Bills took Keon Coleman out of Florida State with the first pick of the second round Friday. Samuel, signed as a free agent in March, was never going to be a No. 1 or even a No. 2 in Buffalo, but now we at least know who's been brought in ahead of him on the depth chart. It's a mild surprise the Bills chose only one receiver with their 10 draft picks, so for now the versatile Samuel likely sits No. 3 in the pecking order behind Khalil Shakir and Coleman. That said, this is a perfect offense for Samuel's skill set, and he'll be a weapon of some sort once things get going, just not the primary receiving option.
James Cook : Backfield depth added by Buffalo
Cook is slated to be joined by rookie fourth-rounder Ray Davis in the Bills backfield this coming season, Joe Buscaglia of The Athletic reports. Cook is coming off a 2023 regular season in which he carried 237times for 1,122 yards and two TDs to go along with 44 catches for 445 yards and four more scores in 17 games. With veteran backs Latavius Murray and Damien Harris no longer in the mix, Davis should have an opportunity to step into a complementary role behind Cook, while potentially claiming a share of the team's short-yardage work. Also in the team's backfield mix are Ty Johnson, Darrynton Evans and reported UDFA signing Frank Gore Jr., though none is likely to prevent Cook from maintaining steady enough volume in his third pro season.
Greg Rousseau : Has option picked up
The Bills will exercise Rousseau's 2025 fifth-year team option, Sal Capaccio of WGR Sports Radio 550 Buffalo reports. The 24-year-old was the 30th overall pick in the 2021 NFL Draft and has 17 sacks through three seasons as a 46-game starter for Buffalo. Rousseau played a career-high 585 defensive snaps last season. The Bills need Rousseau, A.J. Epenesa and veteran Von Miller to key their pass rush in 2024 after notably only adding fifth-round rookie Javon Solomon off the edge and losing Leonard Floyd's 10.5 sacks in free agency.
Quintez Cephus : Signs with Buffalo
Cephus reached an agreement with the Bills on Sunday, Adam Schefter of ESPN reports. Cephus is attempting to revive his NFL career after he was suspended all of last season for violating the league's gambling policy. The 26-year-old wide receiver played in 13 games with Detroit during his 2020 rookie campaign, totaling 20 receptions for 349 yards and two touchdowns, but he participated in just nine contests in the subsequent two years, compiling 17 catches for 219 yards and two scores. Cephus will have a chance to compete for a roster spot among a Buffalo wide-receiver corps that will look much different from last season with the offseason departures of Stefon Diggs and Gabe Davis.
Rasul Douglas : Key acquisition in 2023
Douglas posted 61 tackles, 1.0 sacks, 14 passes defensed, five interceptions, a pick-six and three fumble recoveries over 16 regular-season games split between the Packers and Bills. The Bills acquired Douglas from Green Bay in a Halloween trade, and the veteran played a key role in helping the Bills turn around their season and win a fourth straight AFC East title. With Buffalo losing several key pieces this offseason, Douglas will remain a clear-cut starter and locker room leader entering his eighth NFL season. He's had four-plus picks in each of the last three seasons.
Greg Rousseau : Ready for next step?
Rousseau completed the 2023 regular season with 42 tackles (including 5.0 sacks), four passes defensed, one forced fumble and one fumble recovery. Rousseau saw a career-high snaps on defense (558), so perhaps it's a bit disappointing that he fell eight tackles short of his rookie season and 3.0 sacks short of the career-high 8.0 he posted in 2022. With the playoff perennial Bills facing so much turnover on both sides of the ball, the 2021 first-rounder may be expected to hit another gear if the team is to take a fifth straight AFC East title. A.J. Epenesa has already proven capable of helping Rousseau with the pass rush on the other side of the line, but everyone could gain if Von Miller, who's missed significant time the past two seasons, can consistently spark the pass rush.
Ed Oliver : Coming off best season
Oliver finished the 2023 regular season with 51 tackles, 9.5 sacks, three passes defensed and one interception. All of those figures were a career high or tied for a career high for the 2019 first-rounder, while the 9.5 sacks were particularly noteworthy considering he is an interior lineman. Oliver and DaQuan Jones will continue to lead one of the stronger units on the team. The Bills did lose quite a bit of depth in the offseason and will probably draft a defensive lineman this weekend, but no one will enter the fray to meddle with Oliver's projected playing time, plus the Bills need a wide receiver (or two) more than any other position. If your league forces you to have a spot for both defensive ends and tackles, Oliver is one of the league's better IDP choices for the latter slot.
