Packers ‘Underrated’ Signing Set to Address Major Roster Weakness

There is plenty of opportunities for offseason grading in NFL free agency nowadays. But sometimes, free agent signings can still fly under the radar in the league. That appears to potentially be the case with veteran wide receiver free agent Skyy Moore with the Green Bay Packers.

SI on Packers’ Bill Huber called Moore the team’s most “underrated” move not just of free agency but the entire offseason. Huber gave Moore that title for what the receiver could provide on special teams for Green Bay.

“In a sweeping makeover of the team’s chronically underperforming special teams, the Packers parted ways with Rich Bisaccia, hired Cam Achord, drafted Trey Smack and released Brandon McManus,” wrote Huber. “Sort of lost in the shuffle of the team’s major moves at coordinator and kicker, general manager Brian Gutekunst signed receiver Skyy Moore in free agency.

“Green Bay’s return game was feeble, at best, last season. Rookie Savion Williams was a nonfactor as the kickoff returner and veteran Romeo Doubs returned punts only because he could reliably field them.

“Moore will be an instant upgrade, which is what makes him such an underrated addition even though he caught only five passes the last two seasons.”

Moore has returned both punts and kickoffs in his NFL career. He performed both roles for the San Francisco 49ers last season.

On 33 kickoffs, Moore averaged 27.5 yards per return in 2025. He also registered 11.6 return yards per punt.

Overall, Moore chipped in 1,296 all-purpose yardage on special teams during last fall.


WR Skyy Moore Expected to Provide Instant Upgrade in Return Game

Moore entered the NFL as a second-round pick in the 2022 Draft. With Patrick Mahomes as his quarterback, the receiver had significant expectations because of his speed and quickness.

Over his career, he’s been underwhelming as a wideout. But Moore has used his speed and quickness to carve out a role as a returner.

Moore is accustomed to fixing a team’s return game. He explained to Huber that he had the same responsibility with the 49ers early last season.

The wideout wants to do the same thing for Green Bay.

“Me and my agent talked about it. More than anything, just of how I could come in and it could be kind of the same thing for San Fran,” Moore told Packers On SI. “San Fran had the same struggles early in the season. They talked about how their special teams was in the bottom half of the league and my job was to come in there and help change that around.”

With the Chiefs in 2022, Moore returned 14 punts and three kickoffs. Before last season, that was a majority of his return experience at the NFL level.

Over his four-year career, Moore has averaged 26.3 yards per kickoff return and 9.7 yards per punt return.


Packers WR Depth on 2026 NFL Offseason Roster

Moore played more on offense in 2025 than he did during his final Chiefs season. But the wideout still only had five catches for 87 yards in San Francisco.

It’s not likely that Moore will have a bigger offensive role in Green Bay. While the Packers only have five official receivers on their offseason roster, four of them already have high expectations entering next season.

Christian Watson will be back healthy to lead the group of four along with Jayden Reed, Matthew Golden and Savion Williams.

Moore should be on the roster with his primary focus on returning kicks.

This offseason, the Packers also have J. Michael Sturdivant, Will Sheppard, Isaiah Neyor and Jakobie Keeney-James at receiver.
