The pick was expected for some time beforehand, and the Titans likely would've already moved Levis if they got an offer for something like a mid-round pick. The question now is whether they'll trade him for less than that, creating a fresh start for both parties after back-to-back disastrous seasons for the Tennessee offense since Levis was taken 33rd overall in the 2023 NFL Draft. Levis turns 26 in June and hasn't shown much on the field that hints at developing into a legitimate NFL starter, but he does have a strong arm, decent mobility and a prototypical build (6-foot-4, 229 pounds).

Lockett signed a one-year, $4 million contract with the Titans on Wednesday, Adam Schefter of ESPN reports. Lockett spent the first 10 seasons of his career in Seattle but was cut ahead of the new league year in a salary cap move. The 32-year-old wideout is coming off of a down 2024 campaign that saw him post a 49-600-2 receiving line as the third option in the Seahawks' passing game. In Tennessee, Lockett figures to fill the old Tyler Boyd role from last season, sliding in as a veteran slot man on the tail end of his career. Look for the Titans to add more pass-catching help in this week's NFL Draft.
The Titans re-signed Hardee to a one-year contract Tuesday. Hardee suited up for nine regular-season games with Tennessee in 2024, playing exclusively on special teams. He figures to fill a similar role during the 2025 campaign. Hardee has played just two defensive snaps over the last five years, while regular contributing on special teams across his 63 combined regular-season appearances between the Saints, Jets and Titans.
Titans coach Brian Callahan said Monday that Burks' return from an ACL tear should occur closer to the regular season, Jim Wyatt of the Titans' official site reports. Reading between the lines, Burks is unlikely to be ready for the start of training camp and in danger of missing Week 1. He suffered an ACL tear Week 6 of 2024, causing an early end to what was shaping up as another disappointing season. The 2022 first-round pick failed to earn a top-three role under a new coaching staff and now finds himself rehabbing a major injury for the final year of his rookie contract. The only positive development for Burks' fantasy value is that Tennessee's lack of receiving weapons could afford him another opportunity to compete for playing time. Still, there are many better ways to use a late-round fantasy pick.
The Titans signed Boyle to a contract Wednesday. Boyle, a storied journeyman who's logged action for the Packers, Lions, Bears, Jets, Dolphins and Giants in his NFL career, now joins a Tennessee quarterback room alongside incumbents Will Levis and Brandon Allen. The Titans are strong candidates to make further additions to the quarterback room this offseason, potentially including with the No. 1 overall pick of the 2025 NFL Draft.
The Titans signed Proche to a contract Wednesday. Proche spent the last two seasons contributing as a special-teams specialist in Cleveland, suiting up for 19 regular-season games in that span. He'll compete to secure a similar role in Tennessee. Proche's ability to contribute on return duties will boost his chances of sticking with the Titans' regular-season roster.
Slye agreed to a contract with the Titans on Monday, Ian Rapoport of NFL Network reports. The well-traveled Slye will catch on with eighth different organization since going undrafted out of Virginia Tech in 2018. After being cut by the Jaguars last spring, Slye quickly caught on with New England on a one-year deal and emerged as the victor over Chad Ryland in the battle for kicking duties during training camp and the preseason. Slye proceeded to play in all 17 of New England's games in 2024, converting 26 of 33 field-goal attempts and 25 of 26 extra-point tries. The 28-year-old is currently the only kicker on the Titans roster, but the team will almost certainly add some competition before training camp.
Carter signed with the Titans on Thursday, Jim Wyatt of the team's official site reports. The outside linebacker played in 13 games, started 11 and missed four with a concussion with the Falcons in 2024, recording 32 tackles (23 solo) and a forced fumble. A third-round pick of the Giants in 2018, Carter played out his four-year rookie deal with New York before spending the last three seasons with Atlanta, starting 62 of the 96 games he appeared in and recording 21.5 sacks. The 29-year-old projects as a depth piece for the Titans in 2025, though his past starting experience could give him a chance to compete for a job this year, too.
